What service?

You are a little light on details,eg;

What service?
What device is this message popping up on?
What does the message say, exact words?
What did the provider of this service say when you complained to them about it?

On my laptop...toshiba brand when I am on my computer on facebook, I get a message that I need to update my antivirus...when I click on it it wants me to pay 27.00. I just did that and I can not afford to pay another 27.00. Do I need to cancel and ask for my money back and find another one?

Re: paying

Most new laptops come with trial antivirus that works 60 days or so, and you expect messages before that. But if "brand new" means brand new (you bought it yesterday) it's strange. What antivirus did your laptop come with, and was it the same antivirus that asked you to pay for a full license?

And that 'on facebook' is somewhat strange also. Of course, an antivirus popup can happen when you are doing anything (be it editing a picture, writing a document or visiting facebook) but it shouldn't be related to facebook.

How did you pay? Paypal, creditcard, cash? Can you still undo it?

It could be a scam.
It could be that after paying they send (or have sent) you a license code by e-mail and you should enter that into the anti-virus program to tell it you paid (how it could know otherwise?).

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
