Keep getting shocked

I today I bought a new wireless card but when I open my case and touch any part to of it except the PSU I get shocked
I thought if I just touched the PSU I would be grounded so i wouldn't damage anything
I haven't touched any PCBs just the case and the PSU but I keep getting shocked

exactly how. Short shock as in static electricity or continuous? There is a major difference.

As soon as I get shocked it stops but if I touch another part of my case I get shocked again.

Some things I do for Static

(If it is Static) I start by checking my Clothing. I eliminate all wool, and polyester, also nylon. I wear cotton when I open a computer case.If the floor might produce static, I place a large towel that is all cotton to stand on.
Then I rest my forearm on the case so I am grounded there all the time i am inside the case. You talk like you know to touch nothing except what is necessary inside the Case.
