Java Control Panel Won't Open

I have windows 8, and I have read from Java's site, how to open control panel. But it wont open, a box appears in the upper left corner of my computer screen and then nothing. Nothing at all.

I tried that I shut my computer and try again. It won't just open

That's javacpl.cpl in the bin-subfolder of your java jre folder. What happens if you doubleclick that?
There's also a javacpl.exe. Gives the same result with me. What happens with you?

Wouldn't Oracle's java.com be safe enough also?

Fall for less than the source download site sites. I used to think folk would go to the source but half the folk I asked to do this here, somehow installed toolbars or worse.
