Japanese IME problems

I am using Win XP pro and Office XP on a medium sized school network. My problem is that I can only get the Japanese IME to work correctly if I give the user local admin rights and have them log onto the computer locally. Even upping to power user does not work.

The language bar loads but does not allow full input to change the Japanese font.

Everything worked fine when we used Win 2000 and Office 2000. I have downloaded the correct version of IME and followed many instructions.

It has to be a permissions problem but where?

When I need to find what files and registry entries are needed, I use the following tools you can find with Google.

REGMON
FILEMON

Thanx for the quick reply Bob, I am not at the school today but will run the progs tomorrow and see if they shed any light.
