But why it does that varies with each machine (why is your CPU maxed out?)
For that we have to look at what's eating up the CPU cycles. Sort the Task list by CPU usage. What's at the top?

so I always open task manager in case an unnecessary app opens then I can close it, then after that I go to performance and cpu and it always says that the cpu speed is 2.47 GHz and is always at 100%(it never goes down even after being used for a long time), but it also says that the cpu maximum speed is 1.60 GHz, so I really want to know why does it say that the cpu is at 2.47 GHz when the maximum speed is 1.60 GHz?
