This is a blow against the Ukraine, but also could be a retaliatory sanction on the US. The Ukraine exports much of that steel to the US, which would raise the cost of cars and such.
At the same time, this enforced shortage will push Trump toward a campaign promise: "Buy American"; but from an all-but-nonexistent American industry. My guess, if this goes through, is that the pushing will be painful.
And, I believe, the move will make Putin even more popular at home, with no economic downside for him.
