The only think I'd try is to head to intel.com and install their latest motherboard and video driver.

Any video podcast that I download that is over a minute long has playback errors. The audio skips and gets scratchy, the video pauses, then the screen turns green. I'm in Iraq and the bandwidth down rate is 32 Kbits/sec, ping latency is 969 milliseconds, and receive buffer size is 64240 bytes (based off PC Pitstop test). I'm sure the connection has something to do with the problem. What can I change to make the downloads successful?
