iTunes cards and PSN cards in Canada

Can anyone North (or South) of the border tell me exactly what Canadian Commerce law prevents me from using an iTunes card or allowance to buy Apps? And why doesn't this same law apply to the Sony PSN cards that are now available in Canada.
