ITMS Payment Method Change

Can anyone here change their payment method in iTunes for iTMS in Windows XP. I am seeing if it is a widespread problem or just my problem. Apple's customer service is useless, as they just email instructions that I already have tried and will not answer the root queston.

When I change it, it goes through okay without any messages, but when I go back to check it again on the account page when you click your account name in iTunes, it still shows up as PayPal.

I will try to reinstall.

Apple's Problem

I tried using a Mac in my office to change the billing info and the same issue occured. It's Apple's issue now. I did threaten to go to the press and all of a sudden I received a response that they could change the billing info on their end. An earlier response from Apple said they could not.
