It's the Bell Curve

At any given redlight, you have a distribution of grades (as on any test). Of four drivers, one can do several things well at the same time, including talking on a cell phone and driving the car. A couple of the drivers might find varying grades of difficulty with different tasks. But one driver doesn't even have to be drunk to be dangerous. He/she was born dangerous on the road.
