Issues with downloading

I've started having this really weird issue about a week ago. I've had isp guys come over and change some stuff since the contract and internet speed were outdated as hell so now we've got 20/20 up and down speed everything seems to be fine except that I can not no matter what I do download torrents and even some download websites the "captcha, wait 120 seconds for your download" type of websites, after waiting the time, give me an error saying this site can't be reached.

It's the same on the whole network, I tried rebooting the router and everything but nothing can fix it. After some reload back and forth I managed to get one file to download in my browser and even one torrent which although had 15000+ seeds went EXTREMELY slow and even stopped time to time, prior to this network fixing I've had 800-1000kb/s torrent downloads now the only torrent i managed to get working peaked at 250kb/s

Although that was the only exception every single other torrent is stuck on "Connecting to peers 0.0%" it takes about 20 minutes to even just load the seed count.

I'd really greatly appreciate some help as I literally can't download anything anymore.

Right there is nothing but troubles from my calls. With DDOS attacks on torrent users there's little you can do for such folk.

Sadly, nothing but bad news for torrent users.

Speed test

Run an internet speed test.

If that shows bad turn off all devices connected to the network.
Rerun the test.

If still bad connect your machine wired.
Rerun the test.

If still bad and your modem is a separate unit connect to the modem.
Rerun the test.

Yeah, sorry for not mentioning that specifically but the internet speed is absolutely fine.
I'm easily getting 16/14 down and up it's purely just some programs that don't seem to be able to connect to the internet, I've had an issue with one mmorpg game that couldn't connect to internet but adding "/clientport 80" to the shortcut at the end of the target location made it work perfectly normal. I suppose it has something to do with my ports, however my router firewall is disabled so I'm not sure what could be causing it.

Also the same issue is on the entire network be it wired or wifi. I have 3 computers and 2 smartphones on my network but I've never had this issue prior to the ISP people setting up my router.
