Issue with streaming videos

I go to school online and I can't load any of the video lectures; no problem, it's probably just an issue with the school right? Wrong. I cant stream any video that isn't a YouTube video. I've been having the issue since Friday and nothing has really fixed it. I cleared my cookies on Monday and that worked but yesterday it was back to not loading. It worked for a bit last night and I noticed that when it worked last nigh I was only getting 5 mbps down, as apposed to my 12 down now. As I'm sure you can tell this is a pretty big issue and i REALLY need help. I know its not an issue with my internet connection because a friend brought over his laptop and it loaded the videos fine.

Ok, the issue is ONLY with videos on penny arcades website and my schools, e2020.

...Because it may be a bandwidth issue related to your modem, please try re-initializing your internet connection like this.. First, turn OFF your computer, then turn OFF your router (if it's separate from your modem), then turn OFF your modem. (If there is no on/off switch on the modem or router, you'll need to unplug them.) Wait ten minutes.. Now turn ON the modem and wait two minutes for it to initialize with your ISP. Now turn ON your router (if it's separate from the modem) and wait two more minutes. Next, turn on your computer and let it find your network as normal.
