- What happens if you try to visit them? Any error message or just nothing at all?
- Is there any common factor between those website you can't go to. Such as (for example): they use https, they are blocked by your government, your parents blocked them via parental control, it are porn sites blocked by your security software)??

It could be a problem with the website. So first try on another PC/laptop/tablet/phone.
It could be a problem with the ISP. So first try somewhere else (friend, work, public hotspot).
It could be a problem with your account on this laptop. So first try a new local Windows account.
It could be a problem with your Windows. So first try Linux (download, burn, boot, don't install) on your laptop.
it could be a problem with your security software. So first try without it.
It could be a problem with Windows 10. So try after you went back to Windows 7 or 8.1 or after a clean install (or refresh or reset) of Windows from the media you create with the Windows Media Creator tool.

Obviously, using your smartphone with a 4G connection circumvents all problems compared with your laptop via your ISP, so that's the perfect work-around until you solved this issue.
