Issue New Rig: GPU fan runs intermittently and no display or

Hi all, I'm having some trouble with my new rig. When I turn it on all the fans start working but the one from the gpu works intermittently. Ramps up for 3sec, slows down and then stops for a sec and then starts again. I'm connecting an HDTV to it but now image comes out at all and I don't hear the Post. Do you have any idea what might be causing this?

Since it works in other mobo, the mobo is now suspect.

Ok I've just tried to readjust the the CPU and found out that it's glued to the Cooler! Do you have any clue what that might mean?? is it burnt?

Some compounds dry like cement.

Thanks! I've managed to separate them and after reinstalling the GPU fan is working but still see not image on the screen... Getting weirder and weirder.. Any ideas?

At this point you test parts in other PCs.

I still couldn't solve it. A few updates: - I readjusted the CPU and now the GPU fan works but still see no image on the screen. - I tried a new but older CPU as mine wasn't supported under factory BIOS but still nothing on the screen. I'm running out of ideas.. Is there any way I can check whether the mobo is working?

but yes with the minimum number of parts/connections.. What is the benefit of using cardboard instead of the case? It's just a shell.. right?

Cases have mounting studs, can short something out.
