as I recall. I doubt these plates are at no additional cost. We already have all sorts of "theme" plates available for the asking...some of which, I believe, cost extra but the money is donated to a cause. Maybe the states shouldn't do this either. My state offers wildlife themes. What if someone felt that all wildlife and its habitat should be destroyed. Maybe they'd have a gripe that the state shouldn't try to shape opinions of any kind. As for First Amendment concerns, I'd think that it would be ok as long as favoritism wasn't given. That would mean all religions who desired to could submit a design for a plate and I imagine some could be offensive to others. The highways are dangerous enough as it is. Happy
