Is upgrading to Photoshop Elements 4.0 worth it?

I've tried to read everything about Elements 4.0 I could find, but nothing really seems to answer my question. I have Elements 3.0, what do I get when I upgrade to 4.0 and is it worth the time and money?

I have the exact same question. Only I am considering the 2.0 to 4.0 upgrade. The Adobe site is a joke, clearly catering to the suburban mom who is more into tacky scrap-booking than high level image editing.

GIMP

I use GIMP 2. It is freeware so I suggest using it before buying a new photoshop. Although if you were to get cs2 the upgrade might be a bigger change.
