Is this wasteful govt. spending?

Just read this in the Time 1/27/2014 issue about painted portraits for office holders. People like senators, president or NASA or HUD, get the idea. A portrait may cost $20K if not more and it seems its started once you get to office. You would think a real good photo would do at these prices, even one that costs a $1K. What kind of hold do this painters have on govt. officials, is there some
"oil paint gate" being done here. Now, don't you think we could save a few $ not having all these portraits being done and just what happens to them once they leave office? Anyways, a bill is trying to get done but it not go anywhere. It took 7 people to write it and all about 150 words in it. What a croc... -----Willy Happy

Senators, deserve a photograph let alone a painting. On the other, in the words of Clarence Decatur Howe, who had moved to Canada and essentially ran Canada's War Effort for flaky but crafty Prime Minister William Lyon Mackenzie King. "What's a million?" Frugal Canadians in the mid 50's tossed him out of office for that remark. But what's a million a year, whcih is probably a vast over-estimate of what those portraits cost per annum. compared to pork barrel politics and Republican carelessness as exemplified by their stupidity over the fiscal management of the US since Reagan.

A simple rule adopted that no extraneous items not pertinent to the bill in Congress under consideration should be added would fix the problem. Sadly, "No Matter Who You Vote For the Government Always Gets In" (courtesy the Bonzo Dog Band circa 1994.) You can hear it on YouTube. Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
