Should this panel wifi antenna be isolated ?

Hi everybody. I isolated this wifi antenna between ground and signal. But it was not isolated originally. It was working short circuited. Should it or shouldn't it be isolated? What happen after isolation if it is working short circuited as originally? Does isolation effect signal quality and level? Sorry for grammar, i don't know English very well. I get out my Ohm meter and measure the poles to see if I fixed the short.
