Bush sought to counter the criticism last week by promising that over the next several months "over $9 billion will be spent on contracts that will help Iraqis rebuild schools, refurbish hospitals and health clinics, repair bridges, upgrade the electricity grid, and modernize the communications system."
Congressional aides in both parties have reacted skeptically to Bush's $9 billion figure, saying there was no way to spend that much money that quickly given the violence in Iraq.
Oh wait, he just meant awarded. And he didn't mean $9B, he just meant $2B more will be spent. Sorry, not spent, 'awarded'.
A draft U.S. Agency for International Development reconstruction plan, a copy of which was obtained by Reuters, showed U.S. funding in support of upcoming Iraqi elections, scheduled for January, had not been disbursed as of Sept. 1. Likewise, only a fraction of the U.S. funding earmarked for education, the Ministry of Health and economic development programs had actually been spent.
Help, my PC with Windows 10 won't shut down properly
Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
