I can't guess if the GTX750 is good enough for you.
http://www.anandtech.com/show/7764/the-nvidia-geforce-gtx-750-ti-and-gtx-750-review-maxwell/11 shows the 750 (not the 750 TI) barely cracking 30FPS on high settings.
A gamer may be upset. But as to value? There's always a better value.
Since no OS is installed, that continues to be a plague on folk today. Installing Windows had become trickier, not easier.
