Is there such a thing?

I am trying to find a piece of software that when a laptop is turned on the user is faced with a screen showing some terms and conditions that have to be agreed to before they can proceed to use the laptop.

Have searched for such a thing but no luck....any ideas?

Change the logon background to that agreement and word it so if they proceed they agreed to the on screen agreement. The background in most OSex (you didn't tell which) let you change this from lock screeen to user screen so it's a trivial item for most IT staff.

Now if the person that wants this wants something more, then they may have to get a MSFT MVP to set it up.
