Is there software to convert DPI from 96 to 300?

Using photography and illustrations that are copyright free require 300 DPI for reproduction on pdf or website. After downloading properties they always show as 96 DPI.

Irfanview (free download) doesn't object if I ask it to do it. But the resulting quality, of course, isn't what you expect from a 300 dpi picture.

However, for use on a website 72 or 96 dpi is fine. No need at all to deliberately lower the quality by converting it to 300 dpi.

Then maybe you use the wrong source for your picture. Why not use a 300 DPI one?
