We have to start a discussion about how audio over the internet works. Since we can't predict the lag of the internet, we buffer the content so the lags don't cause the audio to break up.
VOIP gets around this by using another system. But that will cost more.

I wanted to know if there was a way to have audio call chats work live via internet. I tend to use Skype a lot for instant chat's online but I don't know much more than that other than windows live of course. The problem is they both have about a 1 second lag which is too long for me for what I wish to do.
