I'll preface this with the message that I don't use Internet Explorer for anything other than downloading Windows/IE security patches, because I value the safety and security of my system.

So while it's entirely possible I just missed something because I wasn't paying close attention due to lack of interest, I don't recall seeing a skinning feature being a new feature of IE7. But how different can they really look? Microsoft is not the world's most creative company, especially on the visual front. The basic Windows look hasn't changed since Windows95, nor has the basic IE look since IE3 back around the days of Win95. Both of which they shamelessly/flatteringly stole/immitated from competitors. You'll get used to it, just give it more than a couple of days. Change is good, sometimes even if simply for the sake of change.
