Is there a way i can make this not a dos program?

Have you read the Readme file I see there for the program?

Many DOS programs require other parameters when they are started.

This link however indicates that PureVoice is not a DOS application http://www.cdmatech.com/solutions/products/purevoice.jsp

What it looks like is you downloaded the PureVoice Converter and the readme file has EXPLICIT instructions for using it from the command line. It REQUIRES that you indicate the input filename as well as the output file name for the conversion.

If you really only wanted the player/recorder go back to http://www.cdmatech.com/solutions/products/purevoice_download.jsp and download the QUALCOMM: v1.3.2 for Windows (README) files (README is the readme file for the application)

Quality: Excellent (any bitrate is fine)
If you don't know what an MP3 is by now you've been in a deep slumber. Well, wake up. It's the most popular music file out there. I use the trashcan to get MP3s; it's excellent.

1. Open Sound Forge
2. Get the sound/file you want (via loading an MP3 or recording)
3. Use your keen logic skills to figure out a clip to use as a ringer (I've found hip hop beats to be good)
4. Highlight it and crop it (edit=>trim/crop)
FOR MP3s: Save as an MP3; goto Step 8. For QCPs continue.
5. Change the sample rate to 8kHz (process=>resample)
6. Save as a 16-bit mono wav, use a short one word name(file=>save as...) to where you installed/uncompressed the WAV to QCP converter
7. Here's the tricky part... Happy
* open a command prompt (start=>run=>cmd)
* navigate to the directory where you saved the wav file to/where the wav to qcp converter is

Notice that hive.qcp exists.
* close to command prompt (type exit, hit enter)
To test: run the PureVoice player and load the QCP.

8. Rename the QCP/MP3 file to all numbers(I'll rename hive.qcp to 123.qcp or hive.mp3 to 123.mp3)
9. Open Bitpim
10. Click on the "Ringers" tab
11. Right click in the whitespace (not on a file), click "Add," find file, click ok
12. Goto "Data" (on filemenu)
13. Click "Send Phone Data"
14. Check "Ringers," choose either "add" or "replace"
15. Hit OK
16. On phone: Left soft key (for Menu), "7" (My Media), "2" (Music), highlight new ringer, left soft key (Set As), choose your setting.
