Is there a video storage software that is similar to Picasa?

I'm looking for an alternative to Mediaplayer that simply stores videos and might add rough edit capabilities, like Picasa does for photos. (Not all that jazzed about clouds)

Given the minefield of patents on video decoding and encoding there can't be such a product. It's a long discussion why this is but as a starter mpegla.com is one such mine that blows up when a software author dares to add that video encoding.
