In principle, yes. It's not free, since it's built into Windows (and Windows isn't free). But if you have Windows already, it doesn't cost extra.
Put your video's in a shared folder, and let your friends join your homegroup or use the more traditional file sharing. Then they can use their own preferred program to open their own preferred video on your hard disk.
