Is there a simple way to shut down all apps on an iPad 3?

Other than opening the bottom bar and tapping the - on each one, is there any way to shut everything down? I have tried following all sorts of directions I have found on-line, including pressing and holding both buttons until the apple appears, but all the programs still show up. Yes, I am a pc person, and I am used to exiting programs, not just closing windows. Are these programs still running in the background, or are the icons in the tray just an easy way to access recently used apps...?

Perhaps the correct question is, how do I tell what apps are running at any given time on my iPad 3, so I can see if a restart closed everything down, or do I just have to take it on faith?
