I am looking for the need of using a VPN on slingbox.

Definitely!

You have to use a VPN if you're using it from outside US. Otherwise you don't need to

That's certainly not more than using a VPN on your smartphone or on your smart TV.
Do you use a VPN on those devices, and if so, why?

No i don't use it that's why i am asking.

Then I see no reason to use it there.

There are folk selling VPNs so just like bottled hotdog juice, not something everyone needs but those that sell this will sell you anything.

That article you link to is about using a slingbox on a PC that already uses a VPN for other purposes. If that's too slow they say NOT to use the VPN for use with a slingbox. That seems a perfectly good advice in that situation.
