Is my motherboard dead? What does this mean...

When I turn on my computer, it comes up with a black screen and on the screen there's a flashing white symbol in the upper left hand corner like this "_". What does this mean? The PC or whatever also comes on but the keyboard and the mouse don't function.

My kid's machine does that when...

The scanner is plugged in. I unplugged all USB things and it boots.

We don't have a scanner...just a keyboard, mouse, and a router.

For a test, unplug those. And eject any CDs.

And it still does it. At this point this machine may need repairs. New drives, etc.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
