Now that you have replaced all those parts start over with a fresh install of windows.
If it does the same thing grab a copy of gparted and delete all the partitions on the ssd.
Do not partition and format the ssd......let the windows installer do that.

Windows never booted there after.
So I format my SSD and reinstalled Windows. As soon as Windows asks to reboot to complete installation it boots and I get this screen again. Windows won't boot or repair itself. Gets stuck in a loop on reboot and repair. I have Windows 10.
So I figured I would upgrade internals since this was somewhat an old PC build. Got a new x470 motherboard, new AMD Ryzen 7 CPU, and new 16GB RAM (8GB x2).
Installed all new components, the only thing I didn't replace was my power supply CX750 and an old GTX 260 card. Since I figured both work. But now I'm doubting one of those might be the issue.
Powered the new machine up, and again, with new parts, still got the same screen at boot up.
I figure the power supply is still good since the computer turns on and all fans run, and it was able to boot windows at one point.
GPU is old but I do see logos on my screens when I boot, which leads me to believe its working. I can access BIOS with no issues and displays properly. I don't see display errors or warning messages on my screen. But it could be one of those weird random GPU where it seems to work but it's really broken and won't boot properly?
Maybe I'm missing something? Any help would be appreciated. I would just hate to buy a new GPU and still get the same issue.
