It's all a matter of patience and time. But for full bore 4K editing without framedropping on playback you'll need a heck of a lot more GPU. The folk I know doing this have desktops with the GTX 1080 or better and a 4K monitor.
So while you could do some basic 4K edits, you may find playback to a 4K monitor to frame drop while the 4K on say USB playing on a Smart TV would be fine.
I can't answer if this is good enough since it can edit but may misfire on playing.
