you can design a website and build it in Joomla, but by itself, Joomla is not a design tool, it is a content management system.

Yes joomla provide easy tool to develop website but if you want to prepare a standard website you need to go with PHP or .net.

Joomla's not a design tool, as was mentioned in another response. You can make it as complicated or simple as you want, but if you are building a website for the first time, then a content management system (CMS) like Joomla or Wordpress are pretty good places to start. You can get free templates (and pay for nicer ones), lots of extensions are available, and the platform with grow as your needs and capabilities grow.

Joomla is a type of CMS, which helps to develop a website. I would like to add that, Joomla is not a web designing tool but it's a type of content management system.
