Nothing new here. I've seen that on high end systems for decades.

It is routine to click on a desktop Icon and for there to be a noticeable delay before it opens. If I happen to do two things at once, like copy and paste a file (couple gig's) and say open a word program at the same time, there is a very definite delay in opening the word program. If I do one or the other there is not a delay. If I happen to open my Firefox browser at the same time, again a delay.
I have a relativity new Dell Inspiron 3647 computer. Windows 8.1 (x64), 3.00 gigahertz Intel Pentium G3220 Processor, 128 kilobyte primary memory cache, 512 kilobyte secondary memory cache, Multi-core, not hyper-threaded, 7600 Megabytes Usable Installed Memory, 457 Gigabytes Hard Drive with 398 Gigabytes Free space. All windows updates. Have run "anti" stuff, always clean.
Internet seems fast. Speed test says 108 Mbps on Time Warner Cable. Task Manager usually shows less then 50 percent memory usage at any given time. Have cleaned up 'startup' stuff, deleted unnecessary programs. I'm the only user.
