Technically yes

Technically yes, it is, but it's not supported, and if you're thinking you can just take it to any random computer and boot a copy of Windows, you're going to be sorely disappointed.

For the most part, Microsoft has been working hard to make this sort of thing increasingly difficult since Windows 95. Each successive version of Windows makes it that much harder.

You CAN install numerous Linux distributions onto such devices and boot it without issue, so long as the computer's BIOS supports such.

Yes

In reply to: thank you

Yes, assuming that computer supports booting from USB devices, and is configured to check USB devices before the internal hard drive.

Linux will have a better chance of running on any random system you may encounter than Windows, but there's still no guarantees.

installing windows on flash drive

here's a link to lengthy instructions on how to do it:

if you're trying to use a flash drive as a cheap SSD, then you may find it easier to install xp to a regular hard drive, pare it down as much as possible and turn off the swapfile, and then image that to a flash drive that's masquerading as a hard drive.
