As long as you have 12V DC in that room: yes. But why should you?

A car radio is nothing more than another media player that runs on 12VDC. You then add speakers if you like to better fulfill any room condition. There is no need for this unless you're stuck on some mountain top or remote area that can run 12VDC like say from a solar charger or battery source.

Yes you can.

You need a 12v DC source. You can mod a computer power supply. The easiest way is to buy a 12v power supply like the Pyramid PSV300. Whatever you get make sure that it can provide enough amps to your headunit, usually about 10 amps. If your going to add amplifiers then the amps will be higher.
