Is GPU fans suppose to spin when booting up??

OK when ever I boot up my newly built pc it starts and stop around 4 times before it boot's up and stays booted up that's numbe 1 question and about the gpu now, are the GPU fans suppose to spin whether it's on loss or not?? because I'm not putting any load on the GPU like really I left the pc just empty no program open I even plugged the vga cable from the monitor and rebooted my pc and the GPU fans still spin for no reason please help me fix these 2 problem and they say that the gpu fan I suppose to turn on when it reaches a certain temprature

I have a ASUS GeForce GTX 979 STRIX

And a Gigabyte Z170X UD3 mother board

- Obviously, if it doesn't stay on the first time you boot, something is wrong with your newly built PC. Find the defective component and replace it.
- Who are "they" that say something about the fan?

Uhh I can't find the defected part it might be the PSU it's a 750 W cooler Master but still my pc starts up and shuts down for like 4 times before it fully boots up can you help me to this question if you thank you so much

Nope I stripped the computer again and it's the same problem and it keeps starting up and booting off for like 4 times before it's fully boots up and plus no display on screen I connect via DVI

The parts that remain are suspect. This is why I often remove the case.

It's also why the shop has spare video cards, power supplies and such so we can narrow it down.

Check the battery and switch.

If you can't check the battery, go get a new one (very cheap). Use screwdriver method instead of the switch (just as a test).
