Is Chromebook's Chrome OS Easy to Use?

I use a Windows-based PC, but am considering getting a Chromebook.

How easy is it to navigate compared to Windows? I'm not that great with technology, so easy/convenience of navigation is a plus for me.

If you can operate a smartphone, you can run a chromebook - very similar
