Is a PC with these specs enough to run these programs?

I have little to no idea what I am doing when it comes to the technical aspects of computers, & tend to get overwhelmed when reading specs. The computer in question is a Dell with Windows XP, 75 GB hard drive, 2.79 GHz, 500 MB RAM with a DV-R & Pentium R Processor. I'm looking to do a lot of media (playing & working with audio & video files, CD's, & DVD's), internet/e-mail, & graphics (PhotoShop, Illustrator, PhotoStudio, etc., & scanning). Would this system be able to handle all that, or should I look into something more powerful?

Is there a reason for such a low end PC? That is, something you see for not much or free on curbs?
