It seems to me there is a strong similarity with improving the
security situation in Iraq, and insect eradication in a building.
Iraq is a "building" fully infested. This is an Iraqi problem, and
must be resolved by Iraqi's. If not resolved, the "infestation"
will migrate throughout the neighborhood of the world.
Here at home, if one has an insect infestation in a building,
typically roaches and /or termites, there are two (2) common
(1) - "Tent" the structure and kill "everything".
.......Extreme and inappropriate for the problem in Iraq.
(2) - Using "selected" insecticides, and ...starting at the lowest
floor of the structure..., including foundation walls, methodically
apply the material all the way to the roof.
.......In Iraq, this means starting at the Mosques, IMO.
