Ipod Shuffle vs. Iriver 795 - Loudness Comparison

Trying to decide between shuffle and iriver 795. Based on power output alone (36 mw foor iriver and 60 mw for shuffle), the shuffle should have a higher max volume. Or are there other factors that would offset these numbers, for example, signal to noise ratio? I have read about a cap on ipod's volume in Europe.

I know that some would say it is a mute point, because the higher volumes would cause eardrum damage, but I just use it infrequently while running, and I need the extra umph to take my mind off of my sore hips.
