iplib.dll - help needed

Am trying to update firmware on my netgear router DG834Gv2 but am getting message saying that unable to open this application has iplib.dll is missing.

As I haven't done any installing/un-installing or any repairs or file juggling I fail to see how this file has been deleted (if it ever existed)

as usual, many thanks to all who take the time to read this, and to anyone who helps me fix this I will place you on a pedestal with deity of your choice
