iphone/ipad using my computer

My pc have:
ethernet wire unplugged, network adapter disabled.

Every time I turn-off or sleep my computer, pigpegger gets mad:
starts connect reconnect something, yesterday used to do something to socket,
or starts walking with no reason, changes static position,
or goes to toilet to lock for up to 2 hours.

iphone/ipad pigpegger accessing my computer, and I have concern that he uses my PC CPU/RAM/MOTHERBOARD for unknown intentions ( it is not malware ( I tried on 2 computers and 7/8/10 ) ).
Pigpegger have access to socket, that socket is nearby ISP anthena, from that sockect comes TV and internet.

House mate is that piggpegger. He uses my computer while it is TURNED ON.
