But can't seem to find out what country, ISP or DNS in use.
Sorry but the causes are technical and usually found to be the machine or country, ISP or DNS. To make matters worse I find most owners don't want to find out about this area. They just want it to work.
If so, let an Apple store do your iPhone software update.

I could use some help. Apple
support walked me through the uninstall and reinstall of all iTunes and
Apple files in the proper order with my security software disabled. I
still get the following message:
"The
iPhone software update server could not be contacted. Make sure your
network settings are correct and your network connection is active, or
try again later."
Any ideas? I'm on a Dell i5 Core with Windows 7.
