iphone instead of touch

can i buy an iphone and not sign up with at&t and still use it like a touch. will it still get wifi through a hot spot? the reason i want to do this is i want a touch with a camera. and i dont want to wait for the touch with a camera.

as AT&T subsidize the phone, over a two year period, which brings the price down.
No service means you will pay full price for the phone and that's not cheap

...but the answer to your questions are... 'yes'... you can do all that you are wanting with the iphone... but it sure isn't going to be cheap without the at&t contract!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
