Since any user can hardcode an address, such can not be avoided.
One of my big demos about this denial of service issue was to set my laptop to the same IP as the server, boot up and then connect to the network.
Guess what happens?

Hi,
I'm getting every monday morning an ip conflict in the ISA server 2004.
The address in question is not for distribution on the DHCP server. Jet a laptop (connected through wireless connection) is getting that address every week-end.
My question is: how can a laptop get connected to the network, even if it has a pre-defined IP address, when that address is already in use and out of the scope.
No need to say how many problems I get when ISA server gets kicked out of the network.
