Fiddling around with IP addresses is the job of Network Administrators, and the like. Unless you tell a lot more about why YOU want to do this, I don't expect you'll get an answer. If you can't tell us, we'll probably all assume your purpose is nefarious, and ignore you.

Larry, Your IP Address Is 'Assigned'...

..by your Internet Service Provider (ISP). If you are using a dial-up connection, then the IP address will change everytime you log on...If you are using a broadband connection, then you may be assigned a "static" IP address, or you might be assigned one that changes occasionally.

If you have sufficient reasons to change your's, then contact your ISP to request a change. In addition, you might want to consider a proxy or anonymizer..Both those items can be researched by checking the Google search engine.
