You can get a proxy - Expat Shield works to watch British video. I'm trying to find one for Canadian sites, but the proxies make the site think I don't have flash or java so they won't play the videos. Anyone know how to solve this?

Internet Service Provider (ISP) then the answer is usually No.
These are normally allocated from a pool of IP addresses available to the ISP.

However, as mentioned, the use of a Proxy server will change your IP address, as seen by the receiving website, but your initial IP address, between your computer and the Proxy Server, remains the same.

Yes. You need a proxy server like Hidester which is completely free.
