It's just like changing your street address.

When you do that your mail would never arrive. Same for the internet. If you just changed it yourself, you would not get information from the internet.

The reason for the question. My son tells me he is changing his IP Address with no ill effects. I told him ," that was impossible." Apparently I must now eat crow or humble pie. I thought IP Address,like domain names were assigned by some international organization. It looks like I was wrong.

If the IP address in from your internal

network, you can get the router to change the assigned IP address for your device. The outside address or address from the ISP can only be changed if they assign it to you from the DNS server. You cannot change it at your will. See here on particulars:
