internet stopped working after coming out of hibernation

My friends Win ME (HP Pavillion 7640?) computer went into hibernation and when she came back, the internet (cable) no longer worked. Her computer isnt making a link with our router (cant even make a direct link to the modem). She's tried everything... including doing a system restore, nothings worked. She still cant get her computer to link to the router and connect to the internet. Any help would be appreciated.

Please detail what "everything" includes. Has she checked the obvious, like whether the cable is physically connected?
